The Seabrook Community Foundation is dedicated to expanding opportunity and strengthening the well-being of underserved youth and families in coastal communities surrounding Seabrook, WA, including Copalis, Taholah, and Copalis Crossing. Grounded in integrity, respect, and commitment, the foundation actively invests in the regions people by creating meaningful pathways to stability, health, and a more vibrant future for all.

Foundation History: The Preceding Communities

The Spark (2007)

The Seabrook Community Foundation was established in 2007 by Seabrook founders Laura and Casey Roloff. From the very beginning of the town’s layout, they recognized a vital truth: a new community cannot thrive in a vacuum. They intentionally created the Foundation as a lifelong philanthropic vehicle to enrich, support, and pour resources back into the historic coastal communities that long preceded them.

Why we serve who we do.

What began as a grassroots effort to support local schools and immediate neighbors has matured into a vital regional institution. Over nearly two decades, the Foundation has steadily expanded its reach to serve the coastal corridor —spanning from Copalis Beach north to the Quinault corridor in Taholah, and east to Copalis Crossing. Today, we have transitioned from traditional localized grantmaking to anchoring major regional infrastructure projects. Whether funding self-defense kits for youth in crisis, securing fresh food pipelines for children on school breaks, or financing the brick-and mortar construction of local medical facilities, we remain unyieldingly focused on the human infrastructure of our coast.

Governance, Trust and Bylaws

To maintain the absolute trust of our neighbors, our donors, and our tribal partners, the Seabrook Community Foundation operates under strict legal and financial frameworks designed for permanent accountability.

● Independent Oversight: The Foundation is a registered Washington State nonprofit corporation governed by a dedicated, independent Board of Directors. Directors are selected specifically for their professional capabilities, objective judgment, and deep baseline alignment with the needs of Grays Harbor County.

● Absolute 501(c)(3) Integrity: Operating strictly within the guardrails of Section 501(c)(3) of the Internal Revenue Code, the Foundation is legally restricted to deploying capital exclusively for educational, charitable, or scientific purposes.

● The Arms-Length Standard: We maintain complete financial delineation in all partnerships. Every grant awarded, contract executed, and utility structure undergoes a rigorous, transparent review process entirely free from commingling or organizational conflicts of interest.

● Adaptive Regional Stewardship: As outlined in our formal bylaws, our Board retains the explicit oversight authority to adapt and modify fund allocations if a historical restriction ever becomes incapable of fulfillment or inconsistent with the evolving charitable needs of Grays Harbor County. We are built to remain responsive to this coast forever.
